[Citizenship] 公民申請12 - 申請護照

完成宣誓, 帶著Citizenship Certificate離開後, 想必最關心的就是哪時候可以申請護照了!



如同前一篇文章提到, IRCC網站說2個工作天, 宣誓通知說3個工作天, 實際上在宣誓前法官助理說1個工作天。

IRCC Office會在宣誓後, 將完成宣誓的申請人的Citizenship Application 完成最後一個步驟, 並且Update IRCC System 以及登錄Certificate Number。一旦登錄完成, Passport Canada在受理護照申請時就有辦法確認申請人提交的Citizenship Certificate是有效的。

這通常當天就會完成, 也就是隔天去申請護照就不又會有問題了。要保險一點卻又不想等太久的話, 就是隔天查詢ECAS看到Status 已經變成Compete就可以放心去申請護照了。

文件準備:

總共需要的文件有(僅列出大多數人需要的文件, 若有特別狀況請參考官網)
1. 申請書Adult General Passport Application form (PPTC 153)
填寫上相當直覺, 只需要注意Guarantor Section請全部留白, 印出後簽名交由保證人填寫。

3. Passport Photo
跟申請公民一樣, 推薦到附近的Costco拍照, 快速且至少是可接受的品質, 背後也都幫你蓋好所有的資訊。需要由保證人在背後簽名。

人物準備:

1. Guarantor: 1人
有兩種人可以擔任guarantor:

第一種, 姑且稱之為 general guarantor

• hold a 5-year or 10-year Canadian passport that is valid or has been expired for no more than one year, on the day you submit your application.
• have known you (the applicant) personally for at least two  years.
• in the case of a child, the guarantor must have known you (the parent or legal guardian who is applying on behalf of the child) personally for at least two years and must have knowledge of the child.
• be a Canadian citizen 18 years of age or older.
• have been 16 years of age or older when he or she applied for his or her own passport.
• provide the requested information contained in his or her passport.
• be available if they need to be contacted.

A family member or any individual living at the same address as you may be your guarantor as long as they meet the requirements above.

Note: If you are the parent or legal guardian applying for a passport for your child, you cannot act as guarantor. However, if he or she meets the eligibility criteria above, the other parent or legal guardian can act as the guarantor.

第二種, occupation-based guarantor
不需要是加拿大公民, 只要符合職業規定, 且目前尚在執業中

• dean/head of university or college
• dentist
• judge
• lawyer/notary
• medical doctor
• notary public
• pharmacist
• police officer
• signing officer of a bank or trust company, or a financial institution that offer a full range of banking services (cash withdrawals, deposits, savings)
• veterinarian

該保證人必須已認識您至少兩年，方有資格成為保證人。申請人必須先詳盡填妥表格後，才可讓保證人填寫資料。送件時，若發現保證人簽名日期早於申請人簽名日期，則本處得依規定退件不受理該案件。

照片也需要, 所以一起拿給保證人請他簽名囉！

但光看兩種保證人來說, 一般應該都會選擇family member 就好了！
例如配偶已經是公民的話, 就可以由配偶擔任保證人

2. Reference: 2人
這就跟保證人有一點不同了, 規定如下

• Not your relatives, nor your guarantor;
• are 18 years of age or over;
• have known you for at least two (2) years.
• They must agree to have their contact information provided as they may be contacted to confirm your identity.

所以不需要是公民, 只要是認識申請人超過兩年, Passport Canada若需要可以聯絡來確認申請人身分即可。通常就是朋友或者是同事就沒問題了

送件:

有三種送件方式
1. 郵寄: 20個工作天+來回郵務
2. 親送: Passport receiving agents, 20個工作天+返回郵務
3. 親送: Passport Canada: 10個工作天+返回郵務

第一種強烈不建議, 因為沒有Officer幫你檢查是否漏簽名, 或者少文件, 且第一次申請者文件(Citizenship Certificate/Birth Certificate)要提供正本, 這會有郵務上的風險。只適合換發護照又懶得跑的人使用。

第二種普普, 有Officer會幫你檢查(only at Service Canada), 送件是透過內部文件管道, 但是文件以及護照返回還是透過郵務, 郵務風險是第一種的50%。適合家離Passport Canada實在太遠的人使用。

第三種最安全, 有Officer會幫你檢查, Citizenship Certificate只是查驗, 不會收走。只有護照是透過郵寄,  有需要還可以付費親自領件, 或申請急件。即便是ㄧ般申請, 處理速度也是最快的。

費用:

5年效期: $120,
10年效期: $160
應該不會有人會選擇5年效期吧?

加急費用(只有親送Passport Canada可選擇加急處理)
Standard pick up (10 個工作天): $20
Express pick up ( 2-9 個工作天): $50
Urgent pick up ((1 個工作天): $110

取件:

若是選擇親自取件, Officer給你的收據上頭會註明可取件的日期以及時間, 也可以委託朋友代取, 只需要在收據上填寫授權即可。

Nexus持卡人特別注意:

如果成為公民前就已經申請NEXUS, 取得公民並拿到加拿大護照後必須親自帶著護照到Enrollment Center去更新個人資料。一般的護照orID換發後的資料更新可在Nexus官網更新, 但某些變動則是需要親自辦理囉!詳細可參考

FAQ:

1. 小孩護照申請跟成人護照有甚麼不同?

a. 申請書會改用Child application form (PPTC 155)
b. 除了一般成人護照申請所需文件外, 尚需要Birth Certificate來證明親子關係
c. 只需要Guarantor, 不需要Reference
d. 代為申請的父母或監護人的ID
e. 小孩的護照依照年紀, 有分為不可簽名, 鼓勵小孩自行簽名
f. 小孩護照可由父母代送, 只要能證明親屬關係即可, 詳情可參考官網

2. 加拿大護照上的Place of Birth為何有TAIPEI/TAIWAN/TAIPEI, TAIWAN等三種不同的格式?(以台北市出生為例)

護照上面的Place of Birth格式為City of Birth, Country of Birth, 但因為台灣在國際上尚屬於有爭議的地區, 直接使用TAIPEI, TAIWAN 等於是形式上承認台灣為一個國家, 這樣的護照前往某些國家旅行會造成問題。

Passport Canada在處理Place of Birth時候的做法是, 避免使用Country of Birth以避開爭議, 所以Place of Birth 就會變成 TAIPEI 或者TAIWAN, 後方的Country of Birth就不印出來了, 像是一種大家都知道卻都不說破的感覺?!

在申請護照時候, 申請書上頭還是寫TAIPEI, TAIWAN, 承辦人員處理時候會建議申請人改用TAIPEI or TAIWAN, 若堅持使用TAIPEI, TAIWAN 則有可能會無法到中國旅遊。

其實台灣的護照也是這樣處理, 在Place of Birth是不會印TAIPEI, TAIWAN的, 都直接印TAIPEI or TAIWAN。

結論是:
你可以使用TAIPEI也可以使用TAIWAN, 在國際上趴趴走都不會有問題。
你可以堅持使用TAIPEI, TAIWAN, 但是會無法到中國旅行, 連過境都會有問題。

如果承辦人員忘記問, 直接這樣送, 那就..... :P
